A development package approved by the Duluth Economic Development Authority should enable One Roof Community Housing to break ground come March on a new senior apartment and child care building.
Brae View will be built where a parking lot now sits at the corner of Fifth Street and Fifth Avenue East. It promises to provide affordable homes for 72 senior households and day care services for up to 110 children.
Dakota Sole, a housing development manager for One Roof, said the apartments will be offered at rents considered affordable for seniors who earn no more than 30 to 60% of the area median income.
Sole said Essentia Health is a partner in the project and intends to finance the day care component of the building, in turn relying on staff from the YMCA to operate it daily.
Support for the project will come from several sources, including more than $3.8 million the city received as part of a federal pandemic-relief package. Additionally, One Roof garnered a $28.3 million award from the Minnesota Housing Finance Agency. The Duluth Housing and Redevelopment Authority agreed to chip in another $2.1 million from a tax-increment financing district it administers.
In 2024, GMHF provided a $1.2 million loan to support predevelopment expenses, including architect design, third party reports, legal fees, and consulting fees.
