Our board members represent regions across Minnesota and include a broad range of expertise and experience. The Board of Directors consists of 15 members, with five terms expiring annually.

Board Member
Kim has over 30 years of architectural experience with affordable and supportive housing developments throughout Minnesota.
Carol Burr
Carol is the Planning & Community Development Director for the Bois Forte Band of Chippewa. she works with all Bois Forte departments, assisting with grant applications, and construction projects, conducting community meetings, and providing training in grant writing. She also works closely with all federal, state, and Tribal entities to ensure success in obtaining grants and remaining in compliance with grants.
Carol was the Bois Forte Housing Commissioner from 2004-2023 and has 13 years of professional experience managing homes, maintaining homes, supervising staff, and obtaining additional housing for the band. She managed NAHASDA Low Rent, Mutual Help, Bois Forte Limited Partnership 1 & 2, and Minnesota Housing Finance Agency (MHFA) program rental units.
Over her career, she worked for the Minnesota Chippewa Tribe, MnDOT, the State of Minnesota – Minnesota Indian Scholarship Program, and the Energy Assistance/Weatherization/Home Improvement Program for the Bois Forte Band.
Carol has an Associate of Arts from Rainy River Community College.

Stephanie Cummings
Stephanie brings over 35 years of banking, underwriting, and affordable housing experience to the GMHF Board. She is currently the Chief Retail Banking Officer at National Bank of Commerce in Duluth, where she oversees the retail banking, signature banking, and mortgage departments in northern Minnesota and Wisconsin communities.
Stephanie is also currently serving as chair for Duluth LISC’s Local Advisory Board.

Stephanie is our Board Chair and Chief Retail Banking Officer at National Bank of Commerce in Duluth.
Joseph Errigo
Joseph served for 35 years as the first President and CEO of CommonBond Communities, one of the nation’s leading community development organizations and the largest nonprofit provider of affordable housing with support services in the Upper Midwest.
He has been an instructor in urban studies at the University of Minnesota and a guest lecturer at Macalester College, Metropolitan State University, the College of Saint Catherine and the business schools at the University of Saint Thomas and the University of Minnesota.
Joseph holds a Master’s in City and Regional Planning from the University of North Carolina and a Bachelor’s in Architecture from the Catholic University of America.

Joseph served as the President and CEO for affordable housing nonprofit CommonBond Communities for 35 years.
Rosy Hjermstad
Rosy came to Minnesota as an AFS Intercultural Fellow from Merida, Venezuela in 1994. Currently, she serves as the Assistant Director of Admissions at Bemidji State University, where she specializes in marketing, recruiting, and program management.
She is a passionate advocate for public service, working families, student academic success, immigration reform, the environment, and affordable housing. Rosy has over 20 years of combined experience in housing and youth mentoring, including 12 years providing housing support services, homebuyer education, and one-one financial advising with Midwest Minnesota Community Development Corporation and White Earth Investment Initiative.
She holds a Master’s in Public Affairs from the Humphrey School of Public Affairs at the University of Minnesota, and a Bachelor of Science from Bemidji State University.

Rosy works at Bemidji State University and is a passionate advocate for public service, working families, and affordable housing.
Natalie Jones
Natalie is currently 1st Vice President, Principal Banker at West Bank in Rochester and she worked in the banking industry for over 20 years, specializing primarily in retail banking services.
She is passionate about affordable housing and giving back to the community, and has proudly served on the board of the First Homes Community Land Trust program through the Rochester Area Foundation for nine years.
Natalie is a graduate of the University of Minnesota with a bachelor’s degree in African American/African Studies and Educational Psychology.

Natalie specializes in retail banking services as the 1st Vice President, Principal Banker at West Bank in Rochester.
Cheryl Key
Cheryl has over 25 years of experience in the field of affordable housing, including 14 years as an administrator of the First Homes Community Land Trust at the Rochester Area Foundation, which developed and managed over 200 affordable homes.
Previously, she worked for the Southeastern Minnesota Multi-County Housing and Redevelopment Authority and served on the Lake City EDA Board.
She is currently a Wabasha County County Commissioner (Fifth District – Lake City) and also serves on several other boards and committees appointed through Wabasha County.

Cheryl is a Wabasha County Commissioner with over 25 years of experience in the affordable housing field.
Stephanie Klinzing
Stephanie was first appointed to the Minnesota Housing Finance Agency Board in 2011 and is their representative to Greater Minnesota Housing Fund’s Board of Directors. She also is a member of the Minnesota Board of Aging and the ECM/Adams Publishing Editorial Board.
Klinzing served for 12 years as Mayor of Elk River, and also served in elected office in the Minnesota House of Representatives and on the Sherburne County Board of Commissioners.
She is a member of the Lac Courte Oreille Band of the Lake Superior Chippewa.

Stephanie is the former mayor of Elk River and Minnesota Housing's representative on the GMHF Board of Directors.
Angela Larson
Angela is the Family Services Director at United Community Action Partnership, where she works to end poverty and homelessness through services, education, and fighting for systems change.
She has 30 years of experience in the social service industry in Minnesota. Angela has initiated and overseen the development and expansion of many service programs in her area including VITA tax clinics, emergency shelter, rapid rehousing programs, refugee resettlement, and increasing food security.
Angela is from Marshall in rural southwest Minnesota and she has a Bachelor of Arts in Sociology from Southwest Minnesota State University.

Jennifer Mendoza
Jennifer has been the Career Development Navigator and Community Liaison for CLUES since 2018. She completes grant researching and writing and works to arrange the economic advancement of low-income individuals through course certifications and expands employment abilities through one-on-one assistance.
Prior to CLUES, Jennifer was with the Statewide Health Improvement Partnership (SHIP), working with the community to distribute funding and increase partnerships with health options in Kandiyohi and Renville Counties. In addition, Jennifer has worked with PACT for Families Collaborative’s GUIA Program to create and maintain bonds with families and youth to distribute resources, knowledge, and increase abilities of these individuals.

Jennifer works to arrange the economic advancement of low-income individuals as a community liaison for CLUES.
Todd Prafke
Todd has served the City of Saint Peter as the City Administrator since 1997, arriving just months before a devastating tornado in March 1998. His innovative ideas helped the city and its residents recover.
He has also been instrumental in development of three affordable housing subdivisions and numerous multi-family developments in the community and continues to champion efforts to bring affordable housing of all types to Saint Peter.
Todd is a community builder and a key contributor to the development of partnerships throughout the area with various boards, non-profits, and local units of government. He also served on the boards for the League of Minnesota Cities Insurance Trust and the Mankato Area Foundation.
Todd has a Master’s in Public Administration from Hamline University and a Bachelor of Science in Political Science from Minnesota State University, Mankato.

Todd is the City Administrator in Saint Peter and champions efforts to bring affordable housing to the community.
Mayor Jorge Prince
Prince was elected Mayor of Bemidji in November 2020. He is a first-generation immigrant and is the city’s first Hispanic mayor. In addition to his role as mayor, Prince is an entrepreneur and partner in multiple businesses ranging from manufacturing to soil analysis, marketing, and real estate.
Throughout his career, he has served in multiple senior leadership roles with expertise concentrated in finance and operations. He is currently Chief Financial Officer for LaValley Industries.
Prince also serves on several task forces, committees, and boards throughout the United States with previous terms as a housing commissioner, economic developer, and planning/zoning chairperson. Additionally, as the father of children with hearing impairment, he has volunteered his time in support of organizations such as the Lions Hearing Foundation and the Occupational Development Center to helping people gain access to hearing technology and overcoming barriers to employment.
As Mayor, his priorities include diversifying Bemidji’s economy, increasing the quality and quantity of the city’s housing stock, and fostering an environment of collaboration and opportunity where all community members can achieve their dreams.
Prince holds a Bachelor of Science in Accounting from Bemidji State University and is certified as an Economic Development Finance Professional by the National Development Council.
Mayor Jorge Prince

Prince was elected Mayor of Bemidji in 2020 and joined our board as the northwest Minnesota representative in 2024.
Zach Tabatt
Zach is Vice President for Economic Opportunity at the Initiative Foundation, where he oversees the small-business lending program and Certified Community Development Financial Institution (CDFI) work. He also oversees training and technical assistance for small businesses, including the Initiators Fellowship program.
He previously managed the Initiative Foundation’s community philanthropy program and led its nonprofit development program. He has also worked in public safety and the financial industry.
He serves on the Baxter City Council and is the former chair of the Crow Wing County HRA board.
Zach has a bachelor’s degree with concentrations in criminology, Spanish language, and literature from the University of Minnesota Duluth, as well as a master’s in negotiation and dispute resolution from Creighton University. He was a 2022-2023 Policy Fellow through the University of Minnesota Humphrey School of Public Affairs.

Zach is Vice President for Economic Opportunity at the Initiative Foundation and oversees their small business lending and CDFI work.
Audra Tonihka
Audra is the Vice President of Lending with White Earth Investment Initiative. In this role, she implements the commercial, residential, and consumer lending programs and manages their business incubator, which assists Native American communities in Minnesota, particularly the White Earth Indian Reservation. She previously served as a loan officer for the Tribal credit union.
She is an enrolled Tribal member who grew up in the community of White Earth.
Audra received a Bachelor of Arts in business management from the University of Minnesota Morris.

Audra is the Vice President of Lending with White Earth Investment Initiative, which assists Native American communities in Minnesota.
Nancy Vyskocil
Nancy is the former president of the Northwest Minnesota Foundation. Previously, she was chief financial officer and vice president of the Lake Region Electric Cooperative in Pelican Rapids with over 25,000 members and $67 million in assets. She has also worked as assistant controller and director of administration for Arvig Enterprises, Inc,. and as general manager of Royale Leasing, Inc., both located in Perham.
Nancy has a Master’s in Business Administration from North Dakota State University and a Bachelor of Science from Bemidji State University.

Nancy served as the president of the Northwest Minnesota Foundation in Bemidji for over 10 years.
Interested in joining?
Greater Minnesota Housing Fund (GMHF) has a board of 15 members representing various regions across the state. The Board of Directors meets quarterly in person at GMHF’s office in Saint Paul. Every August, the Board of Directors holds a two-day retreat, typically in greater Minnesota. In addition to quarterly board meetings, each member must sit on a Board Committee (Finance, Loan, Policy, and Program), which meet monthly, virtually.
