GMHF Seeking Program Evaluation Support for Small NOAH & EDOC

Help GMHF evaluate Small NOAH and Emerging Developers of Color programs to measure effectiveness and how to refine these housing solutions (RFP Available Now)

Small NOAH & EDOC Evaluation RFP Overview

We are seeking a Contractor to provide time-sensitive research and evaluation services for two primary programs: Small Naturally Occurring Affordable Housing (NOAH) programs and Emerging Developers of Color (EDOC) programs. The focus of the evaluation is to comprehensively review, research, and engage with program participants and administrators regarding the efficacy of the existing Small NOAH and EDOC programs within Minnesota, particularly in their support of Emerging Developers of Color.

Submitting a Proposal

All proposals are due on Wednesday June 26, 2024, by 5pm. Responses should be submitted electronically via email to kylie@neoopartners.com. Proposals should be titled “Small NOAH and Emerging Developer of Color Program Evaluation Proposal” and be sent as a .pdf attached to the email. Please also include “Small NOAH and Emerging Developer of Color Program Evaluation Proposal” in the email subject line.

Upon review of this RFP and related attachments, if you are in need of answers to clarifying questions about RFP requirements and/or scope of work to submit your interest in applying, please contact kylie@neoopartners.com by 5 pm CST on Wednesday, June 12. Responses will be provided in writing by 5 pm CST on Tuesday, June 18.
